Partisan conflict over taxes, spending, and budget deficits are increasingly major concerns as the federal debt reaches new levels every year. Informed citizens ought to understand the ideologies that shape partisan conflict over taxes and spending. It is also worth understanding what can and cannot be done at the beginning of a new presidential administration. What are the prospects for and constraints on tax reform and new policy initiatives? What are the implications for budget deficits and the public debt. The seminar will provide an overview of what political economists know about fiscal policy.
